How this muhurta is determined
The sanskar celebrates the child's first taste of anna — grain — and its star-list leans on the nourishers: Pushya above all, with Rohini, Hasta, Shravana and the Uttaras close behind. Kheer, sweetened rice, is the traditional first morsel, offered by the maternal uncle in many regions.
The famous divination that follows — objects laid before the child (book, pen, coin, earth) to see which tiny hand grabs first — belongs to the same ceremony and the same muhurta window; hold it while the good Choghadiya lasts.
The ordinary blocks apply: no Rikta tithis, no Bhadra, no eclipse-day feeding, and not on the mother's or child's Chandrashtama (use the baby's rashi if known from the janma kundli; otherwise the mother's).

The baby's, if the janma rashi is known (any kundli made at birth states it). Where it is not, tradition uses the mother's — the child's Moon is held within hers until the sanskars are complete.
Is Purnima good for annaprashan?
Yes — fullness for the first full meal is considered beautiful symbolism, and the texts include Purnima among the acceptable tithis for this sanskar.
